Interestingly enough, it is a criminal offense to have your dog off a leash in the City of Scottsdale. With so many green belts and parks throughout the City, when the weather is nice, people often walk their dog off the leash. Although most of our dogs are very well behaved, sometimes, when a dog sees another dog or animal they will run after it. I have found that some dog owners are extremely sensitive to other dogs approaching them or their pets.
